Woollahra Station Proposal
Overview
Thank you to the many people who have reached out with feedback and questions since the Minns Labor Government announced their intention to build Woollahra train station and undertake State-led rezoning of Woollahra and Edgecliff to enable up to 10,000 new homes.
There remain many unanswered questions about what the process will look like going forwards and how your voices will be heard. I will continue to ask questions in Parliament and fight to ensure our community is heard.
During the recent parliamentary sittings, I met with the Minister for Planning to discuss the proposal and share our community’s feedback.
Here is what we know:
- No business case for the train station proposal was undertaken before it was announced.
- The rezoning process will likely take 18 months.
- The Department will develop a Master Plan that will form the basis of the State-led rezoning.
- This Master Plan will be informed by a range of technical studies undertaken by consultants engaged by the Department, with input into the scoping of this work by relevant Woollahra Council Staff.
- The current timeline is that a Master Plan will be ready for public exhibition and community feedback in September/October 2026.
- The public exhibition period will be 28 days – given the scope of this proposed rezoning I will advocating to the Minister for a longer period to ensure the community has the time to provide their feedback.
I also "called for papers' in Parliament under an S052. This is a broad ranging Freedom of Information (FOI) Request that was successful in acquiring confidential documents regarding the planning around the train station. I have shared these documents at the bottom of the page. I am committed to transparency over this project and will keep you updated.

Woollahra Council
Woollahra Council is also intending to undertake their own technical studies to understand the various impacts of another 10,000 dwellings in the Woollahra LGA. You can read Council’s report here:

The Minns Labor Government has signalled they will proceed with the station and rezoning despite community objections. However, there will be an opportunity for any draft master plan to be reviewed and amended based on community feedback.

Transport for NSW has confirmed there will no permanent acquisition of residential properties. Further work is required to understand the staging and access requirements for the construction of the station, including any interfaces with residential properties. Over the coming months, Transport for NSW will complete site investigations, including surveying, geotechnical assessments, soil sampling, and utility searches. These investigations will help develop a concept design for the activation of Woollahra station.
The concept design will outline the likely project footprint and interfaces with surrounding properties, as well as support the preparation of an abridged business case expected to be completed in 2026.* (This response came from Transport for NSW from a question asked in Budget Estimates.)

I will be advocating for investment in our roads and community infrastructure. Woollahra Council will undertake studies to identify the specific infrastructure upgrades our community would need to accommodate.
